A 2007 constitutional amendment created the Institute, which funds local cancer research and prevention projects through state money.

The RFP states that the estimated annual budget for the work, which will include strategic communications planning, media relations, social media efforts, graphic design, and Internet marketing, is $125,000. Proposals are due by January 13, 2010. Applicants should have a “significant presence” in Texas, and “strong digital and social media capabilities” the RFP said.
