Low-cost fashion retailer Forever 21 has caused a stir with the launch of Love 21, a line of maternity clothes, in its stores in Arizona, California, and Texas, the states with the highest teen pregnancy rates in the US.

The move has led to suggestions that the popular clothes store is specifically marketing the line to the pregnant teen crowd.

In a statement, Forever 21 EVP Larry Meyer said, "Forever 21 did not create, design or distribute Love 21 Maternity to target, or appeal specifically to pregnant teens. Any relationship between teen pregnancy rates and the locations of our stores is unintentional."

In keeping with the adage that all publicity is good publicity, the issue has generated hundreds of news stories and countless blogs, most of which promote the stores "affordable fashion" message.
