In a word - no. The promise of more money, often a great deal more money, better accounts, title, or hours can seem extremely appealing. But ask yourself why your present employer did not offer you these perks before you gave notice.
The answer is simple. Employers want to avoid having to hire new employees and to train them. Therefore, they will do whatever possible to keep you from leaving.
However, if you decide to stay at your present job, do not plan on remaining there very long. Once you've accepted a counteroffer, your employer will no longer trust you. By countering, employers are buying time. Most often they will let you go later, on their own terms, once they have found someone less expensive to replace you.
It may be difficult to refuse a counteroffer, but remember the reasons you wanted to leave the job in the first place.
