Deutsche Bank analyst Barbara Ryan noted government recommendations and mandates tend to drive the sales of many vaccines. Small wonder then that Merck lobbied so strongly in favor of Gardasil. But that effort also led to unwanted scrutiny and a decision by the company to curtail its direct lobbying efforts on behalf of the vaccine. Still, Women in Government, a group of female legislators which received Merck funding, continues its campaign in support of vaccination to eliminate cervical cancer.
According to the Wall Street Journal, Merck's Gardasil has moved into blockbuster territory (sales of $1 billion annually or more) despite the backlash following the Texas mandate and the intense lobbying from the company. Note this graph:
