NEW YORK: The NewsMarket, a web-based video archive and distribution platform for the broadcast industry, has named Anthony Plesner as its COO. Prior to joining the NewsMarket, Plesner was COO of 24/7 RealMedia, an online marketing services agency. The company also named Patrizia Re manager of its European broadcast services.

NEW YORK: Avril Lee has joined Ketchum's London office as deputy managing director of healthcare, as Mark Cater was promoted to managing director of European healthcare, a position dedicated to serving the agency's growing roster of international healthcare clients.

Lee was formerly director of Chandler Chicco Agency in London, while Cater previously managed the Ketchum London healthcare operation, which he will continue to oversee.

DALLAS: TAC Americas has hired Michael A. Burns & Associates as a part of a ramped-up marketing push. The company provides information-technology services that manage building functions like air conditioning and security.

PORTLAND, OR: Waggener Edstrom has added two clients to its growing bioscience practice.
