HCFA unleashes dollars 30 million RFP

Care Financing Administration (HCFA) has thrown a dollars 30 million

mega-contract up for grabs.



The organization said last week that it is looking for a firm to develop

consumer-based communications strategies and materials. For providing

these and other services, the winning agency could be handed projects

totaling as much as dollars 30 million annually.



Agencies hoping to secure the account face at least one major challenge:

the RFP does not say which projects the winning agency will be working

on. Rather, it states that once an agency is selected, orders for

specific services will be placed with the firm on a project-by-project

basis. The HCFA bills the contract as ’an indefinite delivery/indefinite

quantity type.’



The RFP does, however, list a number of possible projects that may be

assigned to the winning agency, such as ’scanning the environment.’ The

purpose of this effort would be to identify trends ’that might affect

HCFA or its operations.’



Responses are due by June 26. Firms are advised to set aside quite a bit

of time for plowing through the RFP: despite the government’s widely

publicized paperwork-reduction program, it runs approximately 200 pages.
