Publicis already houses Publicis Dialog and gained parts of Rowland Communications through its acquisition of Saatchi & Saatchi earlier this year. It is unclear how Publicis would incorporate a third PR company into the fold.
Nelson is known for its public affairs expertise and its healthcare work through division Sciens Worldwide, which counts Johnson & Johnson and Merck as clients.
Nelson Communications is number 61 in the PRWeek annual rankings, with 1999 fee income of dollars 6.3 million.
Nelson refused to comment on reports last week but indicated there could be some announcement due this week.
A senior Publicis source, however, said: 'We are very excited about Nelson being part of the network now.'
Publicis CEO Maurice Levy told reporters in September that he wanted to focus on acquiring specialized marketing services.
