WASHINGTON: Ogilvy PR and the Academy for Educational Development are the big winners of the first round of bidding for task orders offered by the Health Care Financing Administration, which administers federal health insurance programs. A dollars 5.4 million contract from HCFA will involve the agency assessing the effectiveness of consumer education and communications products.
