True North is the parent of BSMG, while the aggressively acquisitive Havas holds a number of separate PR firms and mini-networks - including Abernathy MacGregor and Middleberg Euro RSCG - in addition to its flagship PR and advertising brand, Euro RSCG. If combined, the PR assets of the new, giant holding company could approach dollars 500 million.

True North has been ripe for takeover since the November loss of the dollars 140 million DaimlerChrysler account to Omnicom, which cut revenues by 9%.

Havas spent much of 2000 on a buying binge, racking up more than 30 acquisitions as part of a global expansion effort.

BSMG ranks seventh in the US and eighth internationally, while Euro RSCG ranks ninth globally and Havas' Middleberg ranks 30th in the US.
