ST. LOUIS: Fleishman-Hillard International Communications is merging with Omnicom sister GPC International, which specializes in public affairs work in Canada and Europe.

GPC, which has annual revenues of dollars 35 million, will become Fleishman's public affairs brand outside the US. GPC has public affairs offices in London, Brussels and Edinburgh, as well as Toronto, Ottawa and Montreal.

GPC's US offices in Boston and Washington, DC, will continue operating under the GPC/O'Neil name.

While the deal is not a takeover since Omnicom owns both firms, the deal represents the largest merger in Fleishman's history. Fleishman has worked with GPC in the past.
