Joining as vice presidents are two experienced political strategists; Bradford Card and Travis Berry.

Card, the brother of President Bush's chief of staff Andy Card, is a former chief of staff to New York representative John Sweeney. He also worked for the White House Office of National Drug Control Policy and tech giant 3M.

New colleague Berry was a legislative director to Colorado Governor Roy Romer and senior advisor to the Democratic National Committee.

Dutko, whose clients include broadband company Winstar Communications, also has a public affairs and communications division named DCS Group, which has hired Timothy Gay as SVP for strategic planning. Gay previously held posts at Burson-Marsteller and Powell Tate. DCS Group's clients include Verizon Wireless.

The Dutko Group is also launching a new research firm aimed at helping clients interpret complex data on public opinion. The firm's focus will be on energy, the environment and transport issues.

The operation will be called Andres McKenna Research. McKenna was a top legislative aide to the former President Bush.
