Agencies battle over dollars 1.4m Illinois RFP

CHICAGO: Edelman, Hill & Knowlton, Ogilvy and Golin/Harris will be

among major PR firms trying to grab a dollars 1.4 million-a-year PR

assignment from the Illinois Department of Commerce and Community

Development. Burson-Marsteller is also considering joining the

competition.



Responses to the department's RFP are due April 13. A winner will be

picked in mid-June for a three-year assignment beginning July 1.



Edelman is the incumbent agency, but the commerce department puts its PR

work out for bid every three years. Its latest RFP broadens the

responsibilities for its PR agency.



'Typically with Edelman, 90% of our PR is tourism, but we see tourism

falling under the umbrella of economic development in the future,' said

Brian Reardon, communications manager with the department. Straight

tourism work will account for only about 70% of what the department's

new agency handles, he said. It will also address PR for issues such as

recycling, energy efficiency and the state's business environment.



The commerce department has spent dollars 2 million annually on PR in

the past, but part of that money is being transferred to its

international trade outreach efforts, so the new contract is for

slightly less, at dollars 1.4 million.
