Higgins' return to NY politics likely

NEW YORK: Matt Higgins is expected to return to New York City Mayor

Rudolph Giuliani's office as part of his press team.



Higgins' new title has not yet been revealed. He joined Giuliani's staff

for the first time in 1997 in the office of research and media analysis.

Most recently, he was the mayor's deputy press secretary, a post he left

in April 2000 to become director of communications for Kozmo.com.



In an interview with PRWeek (March 5), Higgins praised Giuliani's

ability to hire good staff people, regardless of age or political

persuasion.



'One of the great things about politics is that it's the closest thing

to a meritocracy,' Higgins said. 'That's how the mayor is. He

established that culture.' Higgins was unavailable for comment as PRWeek

went to press.



Giuliani has been mayor for two terms, the second of which ends this

year.
