INTERNATIONAL NEWS: 4As launches PR arm against fierce oppositionfrom rival

SINGAPORE: The Association of Accredited Advertising Agents

Singapore (4As) is setting up a PR chapter, a move that has raised

eyebrows in PR circles.

Many question what 4As can hope to achieve that the Institute of Public

Relations Singapore (IPRS) has not already accomplished.

Bernard Chan, president of 4As, admitted the decision got a mixed

response, but confirmed his organization was going ahead with the


Gregory Tan, president of the 30-year-old IPRS, said his organization

would oppose the move. 'We represent all sides of the PR industry

already when putting our views to government. Another body will only

create too many voices,' he said.

The IPRS currently has around 500 members - largely PR executives in

various agencies.

Basskaran Nair, the pro tem chairman of the new 4As chapter, is in the

throes of setting up a committee to look at the structure and membership

of the group.

Chan claimed 4As' PR chapter is open to PR agencies and individuals,

whereas the IPRS is just composed of individuals.

Tan disagreed, saying corporate members have been a part of the body for

many years.

Founded in 1947, 4As has around 90 members, all corporates, and is a

trade body.

Chan said the developing marketplace necessitated a change of rule at

4As, whose constitution now allows a wider membership than just
