Illinois seeks new PR agency of record as incumbents' contractsexpire

SPRINGFIELD, IL: The Illinois Lottery is searching for a new PR

agency of record. Annual PR spending isn't specified in the RFP, but the

lottery has spent between dollars 300,000 and dollars 400,000 annually

on PR in the past, said Anne Plohr, PR director.

Responses to the RFP are due June 6. Four finalists will be named by the

end of June and a winner chosen by July 10.

The lottery currently uses Hill & Knowlton's Chicago office and local

shop KemperLesnick Integrated Communications. By law, it must seek new

bids this year, as several other Illinois state bodies are also


"They're excellent agencies and we like them, but their contracts are

up," Plohr said of the incumbent firms. KemperLesnick has worked on the

lottery's Web site and handled general lottery PR for the past three

years, while H&K has handled special events and major press conferences

to unveil winners.

Plohr wants future PR efforts to promote winners across the state, even

those winning smaller amounts.

The lottery started a new ad campaign about a year and a half ago with

the tag line "Players Have More Fun," and PR efforts will stress the

phrase, Plohr said.

The Illinois Lottery faces tough competition for consumer dollars from

riverboat casinos in Illinois and neighboring states.
