SEATTLE: The Bill and Melinda Gates Foundation awarded its public

affairs business last week to three agencies: SS&K, which will handle

global health work; APCO Worldwide, which will manage international

affairs; and Greer Margolis Mitchell Burns, which will cover the Pacific

Northwest and the foundation's education libraries. The financial terms

of all three contracts are still under negotiation.
