FALLS CHURCH: Optimum Public Relations has expanded its Washington DC staff. The firm has employed Janet Goebel as director of corporate accounts, Jill Solomon as account executive and Rhoda Williams as office manager. 'We wanted to expand in the information technology and international arenas,' said Janis Langley, Optimum vice president and general manager. Both Goebel and Solomon will work on the firm's Motorola and Teleglobe accounts.
