record for the Governor’s new literacy program.

Ten agencies were considered in the review, and finalists included Deen

& Black, Rogers & Associates and Lawrence Mayo & Ponder (which won the

advertising portion of the contract). Overall budget for the campaign is

dollars 3.75 million, with approximately dollars 750,000 earmarked for

PR.

According to one participant in the review - the first PR/advertising

contract to come up for grabs under the new Gov. Gray Davis

administration - the selection of PN was ’focused on quality and merit,

and probably sets a good precedent.’ Insiders said that the Pete Wilson

administration tended to favor firms that had ties to his PR staff

and/or those that could prove useful as political connections.

Details about PN’s campaign plans, which will likely be serviced out of

the firm’s Los Angeles office, were unavailable at presstime. Parties on

both the client and agency sides declined comment.
