ALBANY: Sawchuk, Brown Associates has strengthened its corporate and technology practice group with the hiring of Jo Ann LeSage as a senior counselor. Previously, LeSage was communications manager for Seton Health Systems. SAN FRANCISCO: The City of San Francisco’s solid waste management

program has retained Davis & Associates to develop a three-year PR

campaign for its recycling and waste-reduction programs. It will target

both businesses and residences.



TAMPA: Tucker/Hall has named Bill Carlson to the new position of chief

operating officer. Carlson, who previously served as an SVP, returns

after completing a master’s degree at Harvard’s John F. Kennedy school

of government. He will oversee human resources within the agency while

continuing to work with clients in brand management, community relations

and public affairs.



ANDOVER, MA: Online investor community Raging Bull has appointed Tara

Burgess as manager of PR, a new post within the company. Burgess will

focus on marketing the Raging Bull brand following the firm’s receipt of

dollars 20 million in second-round financing several weeks ago.

Previously, Burgess was a senior AE at The Weber Group, San

Francisco.



CAMBRIDGE, MA: Online event directory and integrated e-mail scheduling

company AnyDay.com has named former Blanc & Otus account supervisor Jim

McManus as its first director of corporate communications. He will

handle all external communications targeted at the press and

analysts.



LOS ANGELES: Ruder Finn Arts & Communications Counselors has hired

Cynthia Wornham as SVP and has charged her with directing its West Coast

operation. Wornham was the former manager of public affairs for the J.

Paul Getty Trust and Getty Center.



NEW YORK: Best Foods has hired Porter Novelli to manage publicity for

Hellmann’s salad dressings. PN has worked on similar campaigns for major

food brands Hershey, Kellogg’s and Dannon.



DEARBORN, MI: David Mengebier has been elected VP of governmental and

international affairs by CMS Energy, a Michigan-based utility firm.

Previously executive director of federal governmental affairs, Mengebier

will continue to lead the group’s DC governmental affairs office.



NEW YORK: Ernst & Young has lured 23-year Mercer Management Consulting

vet Robert Duboff away from his VP post to become director of national

marketing for its North American operations. He will be responsible for

all marketing strategies.



TROY, MI: Jon Lowell, former PR director of Burroughs Corp. (before it

merged with Sperry to become Unisys) has joined Eisbrenner Public

Relations as senior counsel. Lowell was most recently director of

communications for the North American subsidiary of German auto supplier

Mann + Hummel.
