Maitland's Sam Turvey is to join Bell Pottinger Middle East as an associate director, based in Dubai. He will report to Alisdair Haythornthwaite, MD UAE, and Tom Mollo, CEO Middle East. He joined Maitland in 2010 from the British Chambers of Commerce and will leave next month.

Hume Brophy has opened an office in Paris. The office will deliver PR and public affairs services to the domestic French market as well as international companies. The agency has offices in London, Brussels, Dublin and Paris and agency partnerships in other key markets.

Annette Spencer, global head of media relations at law firm Salans, has become chairman of the CIPR Corporate and Financial Group. She takes over from Caroline Cecil, director of financial and corporate PR consultancy Caroline Cecil Associates. Previously Spencer has been head of PR at first direct and ran the comms function at RSA.

Lansons Communications has been appointed by Momentum Global Investment Management, a wholly owned subsidiary of Momentum Group, one of South Africa's largest financial services firms. The agency will advise the firm's UK-based institutional and retail businesses, following a competitive pitch.
