Of course they were! They were also deeply cynical - to test the market about the 50p rate and minimise the impact of the 'granny tax'.
PR should be about raising awareness, creating understanding and persuading, not obfuscation. Above all, it should be honest. Osborne comes out slightly soiled, as do his PR people. Respecting Parliament means telling the house before the media.
