The agency had previously operated in Moscow via an affiliation with Infomost Communication, which will now be renamed CDR Moscow.
Patrick Donovan, MD of Citigate Dewe Rogerson, said: 'Russia is a strategically important region for us.'
He added that, during the past eight years, Citigate and Infomost had worked on transactions such as VTB, Severstal, VimpelCom and KazMunaiGas.
Donovan said the move was a 'natural step in strengthening our commitment to one of the world's fastest growing and ambitious markets'.
The CDR Moscow division will offer financial and corporate comms and investor relations services to international, Russian and CIS businesses.
