The commission, chaired by Insight Public Affairs MD John Lehal, gave a December 2012 deadline in the first draft of a report on broadening access to the industry.
The news comes as high profile agencies Frank, Weber Shandwick and GolinHarris have signed up to the PRCA/PRWeek campaign to end unpaid internships.
Lehal stated in the report that 'the industry's reliance on the internship model to find and recruit talent has dramatically limited the field of intake'.
The report also recommends internships should be limited to no longer than three months, and that the PRCA should draft guidelines for members on the recruitment and employment of interns.
It also suggests that PRCA members should clearly set out their internship and graduate recruitment policies on their website by December 2012.
Forty-four member agencies have now pledged to pay the minimum wage.
