The Norwich-based agency won the brief after a competitive pitch.
Norfolk County Council has recently secured £15m of government funding towards installing faster broadband, and it needs to generate resident and business registration of interest to secure a supplier.
Shorthose Russell MD Mark Harvey said: 'Some people in rural Norfolk currently have no broadband service, so the success of our campaign will benefit not only residents but improve the economic performance of the county.'
The agency will be target-ing residents and businesses, raising awareness of the positive outcomes that faster broadband would bring for the economy and to personal users.
