Public Affairs: The Week in Lobbying

Standard Chartered has appointed experienced civil servant Robert Harding as head of public affairs for Europe. He succeeds Edward Bowles, now head of public affairs for the EMEA region.

Britain Israel Communications & Research Centre has hired Dermot Kehoe as director of media and public affairs. Most recently he was director of comms and stakeholder engagement at the Identity and Passport Service in the Home Office. It follows the appointment of Luke Akehurst as campaigns director.

Nike's long-serving director of government and public affairs for the EMEA region is to join private equity giant Carlyle Group. Rory Macmillan will join Carlyle later this month as principal and director of external affairs for the EMEA region.

Portland is reported to have spoken to Publicis Groupe about a possible sale. The Guardian reported rumours that Tim Allan's agency had held 'talks of the most informal kind' with Publicis, part-owner of Freuds. Portland managing partner Steve Morris declined to comment.

CORRECTION: A story last week named Cerner Corporation as a client of APCO UK, based on the latest APPC records. In fact, APCO recently ceased working on this account and Cerner Corporation now uses MHP for public affairs.
