Suffolk County Council (SCC) has appointed Rachel Stopard head of communications with a brief to overhaul the entire communications operation. She joins after four years at Hertfordshire Constabulary as head of corporate communications. Jenkins reports to SCC chief executive Lin Homer. Prior to Herts Constabulary, she worked as a PR education manager at Hertfordshire County Council. PR manager Angie Patton is acting PR head at Herts until a replacement is found.
