The Cabinet Office is on the verge of appointing a senior Whitehall comms operator to the new role.
It follows a review of the support being provided to Clegg, conducted by Cabinet Secretary Sir Gus O'Donnell, which found his office is underpowered in strategic comms.
A spokesman said: 'Like every department, the Cabinet Office is looking to reduce its comms budget, so this appointment will be met within existing resource limits.'
The role will involve working with Clegg's political spokesman James McGrory and chief of staff Lena Pietsch.
