A source at the company told PRWeek that it was 'looking for synergies', both locally and regionally.
The push is being led by Goodyear Dunlop's Brussels head office, with assistance in countries around Europe.
The tyre firm has a presence in 27 countries in Europe and currently uses Connect PR in the UK.
James Bailey, Goodyear Dunlop UK and Ireland manager, corporate comms, said: 'Our procurement team has been reviewing agency resources on a local and regional basis to look for synergies.
'This is part of an overall review of suppliers. There is currently no invitation to tender or a brief for pan-European work, but we are reviewing agency capability.'
Bailey added that the supplier review covers all business areas.
It is understood that a handful of PR agencies have already been approached by the firm.
One agency source confirmed he had been contacted by Goodyear Dunlop to prepare to receive a brief.
