Islington Council has appointed Consolidated Communications board director Fiona Nicol to the newly-created position of communications and marketing head.

director Fiona Nicol to the newly-created position of communications and

marketing head.



Nicol’s position was created in the wake of negative publicity

surrounding the council’s education services.



Islington called in lobbying agency Westminster Strategy in June to help

it handle the controversy surrounding an Ofsted report into its

education services, and to review its PR function.



WS recommended that the council’s PR chief report to the chief

executive.



The post previously reported to information director Valerie

Vaughan-Dick.



Responsibility for libraries has been taken out of the PR brief and

Nicol will instead oversee marketing.



Mike Lee, deputy managing director of Westminster Strategy, said: ’The

council knew it was facing some problems. Communication needs to be at

the heart of the operation and reporting to the chief executive was an

important part of what we proposed and, to their credit, they embraced

that.’



Nicol led accounts for a variety of clients at Consolidated, including

Blockbuster, Cash Converters and the British Territorial Army. She

previously worked as a consultant at Edelman PR and Clarion

Communications, and as external relations manager for the Romanian

Orphanage Trust.
