City stalwarts Alan Parker and Roland Rudd also made the list, which was the 10th edition of the list that rounds up the media industry’s most influential players.
Consumer PR giant Freud saw the greatest leap up the list from 74 last year to number 33, while David Cameron’s communications adviser Coulson came in just above at 32. Celebrity publicist Clifford also jumped up 30 places to number 35, while Parker and Rudd were placed at 66 and 71 respectively.
The MediaGuardian 100 focuses on economic, political and cultural influence in the UK.
There was also a new number 1, with Apple's Steve Jobs knocking Larry Page and Sergey Brin from the summit after their three years at the top for founding Google.
Freud also ranked top in this year's PRWeek Power Book 2010.
