Public Affairs: The Week in Lobbying

Edelman is to promote public affairs MD Alex Bigg to head its corporate and financial practice, after an internal restructure.

Bigg's replacement had not been announced as PRWeek went to press.

The Parliamentary and Health Service Ombudsman has hired Tim Miller as head of public affairs. Miller, who has already started the new role, was previously technical and policy adviser at the Legal Complaints Service. He reports to director of comms Claire Forbes.

Weber Shandwick has appointed Ana Costillas to head its Brussels lobbying practice. A qualified lawyer, Costillas joins from her role as director of public policy at Citigate Dewe Rogerson. She replaces Christian Hierholzer, who has joined Hanover, Brussels.

The CIPR has hit out at charities and think-tanks that disguise their status as lobbyists. In a letter to The Guardian last week, CIPR board member Keith Johnston wrote: 'The problem is not that lobbyists become MPs. Rather, the trouble is those charities, think-tanks and NGOs that pretend not to lobby and then get easy access to Parliament and ministers because their status makes them appear cuddly. The era of secret lobbyists needs to end, and that means a new register listing all lobbyists, not just those who work for firms.'
