Public Affairs: The Week in Lobbying

The UK Public Affairs Council has announced that Elizabeth France is to be its first chairman.

She is chair of the Office for Legal Complaints and a former Information Commissioner. She will be joined on the council by two other independent members: George Kidd is currently a member of the Direct Marketing Commission, while Sir Roger Sands is a former Clerk of the House of Commons.

BSkyB has created two new roles to boost its public affairs capacity. Adam Kinsey joins as UK head of policy, moving from the role of director of regulation at the London Stock Exchange. Peter Wilding becomes EU head of policy, having previously been at the Brussels lobbying firm CabinetDN.

Prudential has hired Patrik Karlsson as head of EU public affairs - funds. Karlsson is currently policy director for EU affairs at the British Bankers' Association. He starts the new role next month.

American Express has recruited Richard Lomas as manager of international government affairs. He joins from the British Private Equity and Venture Capital Association.

Barclays has appointed Tom Burton as a public policy manager. He moves from his role as an senior account executive at Citigate Dewe Rogerson Public Policy.
