Westminster won gold in the media relations, council reputation and total place leadership categories.
The awards came at the end of LGcommunications’ annual conference, which saw Welsh Assembly Government director of communications Sara Moseley accuse fellow public sector communicators of failing to recognise the age of austerity about to hit them.
She said: ‘There are lots of people out there who are absurdly optimistic about the changes ahead. I don’t think it’s just the public who have been in denial - we’ve been in denial as well.’
Communicators were also told to focus on collaboration and return on investment as they face the challenges ahead.
Other big winners in the awards included the London Borough of Harrow, which won gold for value for money and crisis management.
North East Derbyshire District Council won gold for employee engagement and district communications.
Coventry City Council won gold in the digital and social media and next generation categories.
