TECH: Internet firm PSINet Europe has hired HBL Media as its retained PR agency in seven European countries, including the UK. The firm's US parent company went into Chapter 11 bankruptcy in the summer and the European business has now been acquired by Israel Corp and Unicorn Holdings.
