Benn drafts in speechwriter

Environment secretary Hilary Benn has appointed his first dedicated speechwriter.
David Tinline joins the Department for Environment, Food and Rural Affairs (Defra) from Citizens Advice, where he was parliamentary officer.
As the only speechwriter for the secretary of state, he will help to communicate Defra's goals, which include reducing the environmental impact of people's lifestyles.
Defra's director of comms Steve Morris recently left to join Portland PR as partner for client servicing. No replacement has yet been found.
