Former F-H LA executives jailed after overbilling

Dowie, 58, and Stodder, 51, were convicted last May after a five-week trial. A federal jury found them guilty of conspiracy and wire fraud, after they had padded bills to the city Department of Water and Power (PRWeek, 25 May 2006).

Former LA general manager Dowie received 42 months, three years probation, and around £7,600 in fines. Former SV-P of public affairs Stodder received 15 months, three years probation, and no fines.

Both were issued a surrender date of 30 March.

Dowie maintained his innocence and said he would appeal. It is undecided whether Stodder will appeal.

US District Judge Gary Feess told Dowie he had abused public trust, and recommended a low-security incarceration.

The agency has previously apologised to ‘the people of Los Angeles’.
