The Central Office of Information is conducting a statutory review of its pounds 3m centralised outdoor media buying business, held by Concord.

of its pounds 3m centralised outdoor media buying business, held by
Concord.
It has invited Portland, Poster Publicity, Posterscope, IPM and the
incumbent to pitch.
Pitches will begin on January 11, with a decision expected before the
end of the month.
The COI reviews its poster business every five years. It is out of
kilter with the COI’s media buying business, which was reviewed in June
1997.
Last year the COI spent pounds 1.3m on outdoor. A spokesman said: ’Our
spend on posters varies enormously. Last year spend was depressed by the
election, but we expect it to rise next year.’
