William Neal, former senior political adviser to Liam Byrne, shadow work and pensions secretary, has joined MHP Public Affairs as an account director.

Ketchum Pleon London has appointed Rupert Lewis as a director of corporate and public affairs. Lewis joins the agency from MHP Communications and has previously worked for both Fishburn Hedges and Bell Pottinger.

Lionel Zetter, a leading public affairs consultant, told The Political and Constitutional Reform Committee Commons last Thursday that the industry would embrace a statutory register, but warned against 'bureaucratic and expensive regulation'.

Maitland Political is claiming a victory for its Pro-MOTe campaign, which led to ministers dropping plans to reduce the frequency of MOT testing. The agency was working on behalf of Halfords Autocentres and Kwik Fit, among others.

Nigel Ellway has launched his own public affairs consultancy called Lynch-Pin Communications, specialising in international development and humanitarian issues. Ellway took redundancy from quango Natural England last year.
