The Midlands council is set to lose the head of comms role, along with its internal comms manager and marketing comms manager, which could result in redundancies.
In their place, the council has created two lower-grade posts – corporate comms manager and campaigns manager – for which they are currently recruiting internally.
The council’s comms is currently led by interim comms head Paul Masterman, who is an employee of Westco – Westminster City Council’s agency. Westco is currently paid to provide interim management of comms, including reviewing the department.
Masterman said: ‘The comms unit will be managed by a comms manager post, at a lower grade, with a starting salary of £48,390. This post will be recruited internally from staff affected by the next phase of the comms review.’
Masterman added that the changes would contribute to a £2m saving in the council’s overall comms spending by 2014. Leicestershire is expected to make overall savings of £79m by 2014.
The holders of the internal comms and marketing comms roles are at risk of redundancy, although they have both applied for the new roles.
The news comes as part of a two-phase restructure of Leicestershire’s comms function overseen by Westco. The first phase of this saw the function centralised. The second phase is now under way, aimed at helping the council make further savings.
Leicestershire’s contract with Westco will come to an end with the implementation of the new comms structure.
