Quantum Public Relations has appointed former Buckingham County Council senior comms and liaison manager David Spencer as an account director. He has also worked as senior comms officer at Bedfordshire County Council and as PR project manager at the Royal Society for the Protection of Birds.

NHS Manchester's head of strategic comms has joined Lancashire County Council to run its PR unit. Tim Seamans will start as head of communications at the end of March. He will take over from interim head of comms and marketing, Paul Masterman.

London's Sustainable Development Commission has called on Futerra co-founder Ed Gillespie to act as one of its 21 commissioners. He will serve an initial one-year term on the Mayor's development body.

NorthernNet has brought in Weber Shandwick North to spearhead a drive to build the North's reputation as a world-leading creative and digital hub. NorthernNet is a £15m project to facilitate the growth of digital and creative industries.
