Public Affairs: The week in lobbying

Smiths Group, the FTSE 100 engineering conglomerate, has recruited former Home Office special adviser Andrew Lappin as government affairs adviser. Lappin left the Home Office in June 2009, having previously held roles at ScottishPower and GPC International.

The British Council of Shopping Centres is to part company with retained public affairs agency Burson-Marsteller as it cuts back external public affairs spend. The account moved to B-M when Steve Morgan and six colleagues joined from Morgan Allen Moore this summer. The move comes weeks after the council appointed Philippa Latimer as its first public affairs manager.

The Electrical Safety Council is putting a public affairs and PR brief out to pitch. The council wants an agency to implement a campaign, working with retained agencies TaylorKeogh and Caledonia Consulting. The ESC appointed Cherry Read as its first head of comms and campaigns earlier this year.

Craig Leviton, former LLM director, has named his new agency Heathcroft Communications. PRWeek revealed Leviton was setting up his own outfit earlier this year (PRWeek, 11 September). Most recently, Leviton was corporate affairs director at Gala Coral.
