Cooling appointed at Barking and Dagenham, Portland starts public sector unit

Barking and Dagenham Council has appointed Vivienne Cooling as group manager for marketing and comms. Cooling is a former comms manager for the National Neighbourhood Policing Programme. She will oversee a restructure of the council's press office and marketing team and is currently advertising for new staff.

Portland PR has launched a standalone public sector division, following its induction into the Central Office of Information roster. The division will be led by associate partner Martin Sheehan, who said the agency is 'looking to break into this sector in 2009'.

The Office of Fair Trading has hired David Murphy as head of marketing and campaigns. He is currently head of marketing and channels for the Department for Transport, where he has led on award-winning campaigns including the THINK! Road Safety campaign and 'Act on C02 Climate Change'.

Camden Borough Council has appointed two senior stakeholder officers. Berwyn Kinsey has joined to work on Camden's property area reviews project while Judith Abeydeera will manage stakeholder comms. Kinsey previously worked in various housing organisations. Abeydeera joins from the stakeholders team at the Greater London Authority.

Stockport Council has launched a Kill the Chill campaign to help residents through the cold winter months, following 212 deaths caused by the cold in Stockport last winter. Stockport residents are urged via a variety of media to take extra care and make use of the wide range of services and help available to them.

Swindon's Youth Offending Team (YOT) has won a national media award at the Youth Justice Board Annual Convention, following its negotiation for a series of front-page features to appear in the Swindon Advertiser written by young people, including one on an ASBO. The aim was to challenge the public's perceptions of crime and young people. The YOT also plans to target schools, colleges and the emergency services with a DVD campaign.
