Deborah Harries joins the council in the New Year, from her role as head of corporate communications at Telford & Wrekin Council.
Harries started her career as a reporter at the Daily Mail. Between 1999 and 2001, she worked in the communications team at the now-defunct Department of the Environment, Transport and the Regions, where she focused on climate change.
She went on to become former deputy prime minister Prescott's press secretary, following him to the Office of the Deputy Prime Minister.
Earlier this month, The TaxPayers Alliance named Birmingham as the council spending the most on publicity between 2006-07, with a spend of £10 million.
