The authority wants to create an 8,000-strong panel of residents, who will be consulted on council proposals that affect Nottinghamshire locals.
Members of the panel will also be used for activities such as mystery shopping - aimed at curbing illegal activity in the borough, such as the sale of cigarettes and alcohol to children.
The account up for grabs - open to marketing agencies of all disciplines - carries a fee of circa £400,000.
The winning agency will initially be responsible for recruiting members of the public to the panel, which is intended to be representative of Nottinghamshire society.
The council said the priority was to recruit younger members to the panel, which will be refreshed annually.
