CITY The Financial Services Authority has recruited John Murray, co-founder of City PR shop Powerscourt, as communications director. Murray, who is a former Telewest head of comms, will join the FSA at the end of April.

CONSUMER Belgian airline VLM is targeting the UK business flight market with help from QBO Bell Pottinger. The firm hopes to gain ground on British Airways' city offerings with a corporate and consumer campaign.

CONSUMER The National Bingo Game Association has briefed DSA PR to handle its consumer work. Associate director Ann Cunnane – who formerly worked at Beattie Communications, the association's former agency – is heading the account team (Let's Do Lunch, p56).

TECH AOL UK has hired Phil Hale as senior comms manager. Hale, formerly senior PR manager at the RAC, is number two to comms director Jonathan Lambeth.

AGENCY Four Communications has brought in Rachel Clarke, formerly a director of Sponsorship Consulting, as an associate director. She has joined its sports marketing and sponsorship arm to work on arts, culture and corporate sponsorship PR.

CONSUMER Disney Consumer Products is using Resonate to promote Winnie The Pooh's 80th anniversary. The agency won a pitch late last year (PRWeek, 11 November 2005).

CONSUMER Oriental food specialist Blue Dragon has signed up Redhead PR to help it fight off rivals Amoy and Sharwoods. It is working with ad agency NWO and media buyer ZenithOptimedia on a three-year 'brand evolution' programme.

AGENCY Cirkle Communications has taken on Angharad Massie as a
board-level associate director. Massie spent more than seven years at Counsel, the Huntsworth-owned agency that was wound up last year.
