Sarbanes-Oxley Act

- Once again, PR companies owned by Omnicom, Interpublic, WPP, Grey, Havas and Publicis have not entered the league tables. Companies affected include: Biss Lancaster Euro RSCG, Brodeur Worldwide, Buchanan Communications, Burson-Marsteller, Cohn & Wolfe, Countrywide Porter Novelli, Fishburn Hedges, Fleishman-Hillard, Golin Harris International, Grayling, GCI/APCO, Hill & Knowlton, Ketchum, Manning Selvage & Lee, Ogilvy PR Worldwide, The Shire Hall Group, TBWA UK Group and Weber Shandwick

Criteria for entry

- The PRWeek Top 150 ranks PR consultancies by calendar year fee income, and also shows turnover, year-on-year growth and other performance figures. We do not accept entries unless they have been approved by the company auditor. All entries are also reviewed independently by chartered accountants Willott Kingston Smith and the PRCA

Fee income growth

- Cairns & Associates jumped an impressive 68 per cent to almost £1.2m

- New entry M: Communications generated £3.06m fee income in its first full year of trading

- Seal Communications upped its team size to 30 from 24, after increasing fee income by 11 per cent

A good 2003

- New entry McCluskey International added seven per cent to its fee income, plus it added four new staff to its team

- Brave PR added three new retainer clients to its portfolio

- Brazen was the fastest-growing agency in the Top 100, with an increase of 114 per cent over 2002

Specialisms

- Healthcare specialist Biosector 2 almost tripled its fee income over last year

- Consumer-led SCPR saw fee income drop by 28 per cent

- Keene Public Affairs Consultants had a steady year, adding just one retained client to its portfolio

DEFINITIONS IN TOP 150 LEAGUE TABLES

PR Consultancy: applies only to UK-based consultancies. PRWeek reserves the right to refuse entry to companies that are judged to fall outside the category of public relations consultancy. In borderline cases, PRWeek will seek the advice of the Public Relations Consultants Association (PRCA) before making a ruling.

Fee income means PR fees - defined as the amount a consultancy is paid for a project or the time its consultants are charged out to clients - plus mark-up on disbursements only. It does not include income from advertising, design or direct marketing.

Total owned PR income refers to independent consultancies or holding companies with subsidiaries of which the company owns 51 per cent or more of the equity.

Pro rata PR income relates to income from associate companies where the named PR agency owns less than 51 per cent. Income is pro rata to the shareholding; ie if a company holds 35 per cent of an associate, the figures will include 35 per cent of that associate's income.

Turnover is usually a higher figure than fee income, as it includes activity from non-PR activities such as advertising and design, as well as gross disbursements made on behalf of clients.
