Communications director Mark Oakes said the body, which promotes the newly created social care register and code of practice, needed to improve the way it communicates with this hard-to-reach group.
To do this, it has developed a picture version of the code of practice, detailing how the new guidelines will affect them.
A media campaign promoting the new version will launch within weeks.
This will target social care workers through the media, in an attempt to better distribute the guides.
Two key groups in the sector, the Foundation for People with Learning Disabilities and Mencap, are being informed of the guide. Corporate communications manager Lorna Shearman said: ‘We didn’t want journalists talking to them and these groups not knowing anything about it.’
