Hanover Middle East, which officially opens today (29 March), will be headed by Jonty Summers, former regional director of Edelman's corporate practice in South Asia. It will provide strategic counsel, crisis management and creative content development, the agency said in a statement.
Keri Sutherland, associate director within Hanover's corporate team in London, will also join Summers, as part of an initial team of four. A spokeswoman for the agency confirmed Summers would be looking to recruit more staff in the coming months.
The move follows Hanover's announcement in January that it had opened an office in Dublin, which is headed by Lorna Jennings, former managing director of Keating and Associates.
Summers told PRWeek that Hanover's recent expansion across Europe and the Middle East was "a response to a growing demand from existing clients and prospective clients for more robust international capabilities" - and he said the volume of requests for referrals to Middle East consultancies "was becoming hard to ignore".
The agency declined to comment on companies it would be working with in Dubai.
Hanover, which provides PR services to clients across a broad range of sectors, also launched creative agency The Playbook last year to focus on sport, active health, wellbeing and technology brands. The agency is headed by MD Eddie May.
