Moeller, who had previously worked for Xerox and IBM, joins Oracle from the marketing software firm Marketo, where he had worked since last year. He started his career as a journalist.
According to his LinkedIn profile, Moeller will "oversee all of public relations (corporate, product and international) as well as social media for Oracle", and is based in the company's headquarters in Redwood Shores, California.
Moeller arrived at Oracle on 11 November, a spokeswoman for the company told PRWeek.
Earlier this year, PRWeek reported that Burson-Marsteller had been taken on to handle Oracle's global products and services comms, in what chief comms officer Bob Evans called "a multimillion-dollar deal".
