A close second was Cool Blue Brand Communications from the North East with 14 nominations, followed by McCann PR in the Midlands, which received 10.
More than 350 PR consultancies and individuals have made it on to the shortlist, with awards ceremonies running across the UK between October and December this year.
The awards were scaled back this year following a restructure led by Alastair McCapra, CIPR CEO.
He said: "This is a special year for the CIPR PRide Awards after making some important changes to enhance the awards' integrity through merging some of our smaller regions into bigger and better competitions."
